Position Summary

We are seeking a proactive and people-focused Human Resources Manager to build and lead HR systems as our organization grows. This is a pioneering role with responsibility for all core HR functions, including hiring, onboarding, compliance, training coordination, benefits administration, and employee relations.

The HR Manager will also lead the agency's corrective action process in collaboration with the Director, Assistant Director, and Owners. The ideal candidate will be both strategic and hands-on, with a strong sense of fairness, excellent communication, and a desire to serve in a mission-oriented environment.

Key Responsibilities

Recruitment & Hiring

  • Lead recruitment efforts across all departments and residential homes
  • Collaborate with leadership to identify staffing needs and manage job postings, applicant tracking, and interviews
  • Coordinate background screenings and ensure smooth onboarding processes for all new hires

Onboarding & Training Support

  • Develop and maintain structured onboarding and orientation programs
  • Ensure training requirements and certifications are completed in compliance with DMH guidelines
  • Partner with training leadership to support new hire and ongoing staff development

Policy Development & Compliance

  • Create, update, and communicate HR policies and procedures
  • Ensure employee records and HR systems are accurate, compliant, and confidential
  • Monitor employment law, labor standards, and DMH requirements to maintain organizational compliance

Employee Relations & Workplace Culture

  • Serve as a central resource for employee questions, concerns, and workplace guidance
  • Lead the coordination and issuance of all corrective actions, including gathering documentation, conducting investigations, drafting notices, and tracking follow-up
  • Collaborate with the Director, Assistant Director, and Owners to ensure consistency, fairness, and alignment with agency values
  • Support a positive, respectful, and professional workplace culture

Benefits & HR Administration

  • Administer and support employee benefits, including ICHRA health reimbursement plans and leave tracking
  • Liaise with insurance consultants and help staff understand available benefits
  • Track PTO, employee certifications, and HR compliance timelines

Organizational Growth & Development

  • Help build HR infrastructure that can scale with the organization
  • Support employee engagement and retention initiatives
  • Provide insight and support to the Admin team on staffing and organizational planning

What You Bring

  • 3+ years of HR experience, ideally in healthcare, human services, or small-to-mid-sized organizations
  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred; equivalent experience will be considered
  • Strong understanding of Missouri employment laws and HR best practices
  • Excellent organizational, interpersonal, and written communication skills
  • Ability to build systems from scratch and work collaboratively with a small leadership team
  • Familiarity with BambooHR is a plus
  • HR certification (PHR, SHRM-CP) preferred but not required
  • A commitment to professionalism, fairness, and values-driven leadership

Position Details

  • Full-time, salaried role
  • Monday-Friday 8am-4pm schedule with some flexibility as needed
